The emergence of pluralism within society necessitates stakeholder collaboration and participation for the optimal progression of processes and sustainable resource management. then, identifying and analyzing stakeholder dynamics in various urban development projects holds particular significance. Given the ramifications and impacts of environmental issues, a systemic approach at theorical and practical levels is imperative. specifically aims to uncover the dynamics of environmental stakeholders within the Tehran Municipality through a participatory approach. In this study, stakeholder identification approaches, based on a qualitative exploratory method, utilized organizational communication questionnaires. These were administered to urban environmental managers and specialists via the snowball sampling technique. The responses were subsequently screened for functional thematic analysis following their finalization and integration. Upon identifying and discovering the stakeholders, their classification was conducted according to Clarkson's theory. To facilitate the comprehension of the intricate relationships among stakeholders concerning specialized topics, a communication model was elucidated based on the primary axes of environmental risks intersecting with stakeholders. The model's output indicated that, with the Tehran Municipality selected as the central focus of the research, the degree of importance of core and key stakeholders, when integrated with environmental issues at the policy-making nexus, is balanced due to the enactment of resolutions, bills, regulations, directives, and guidelines. This equilibrium underscores the significance of environmental impacts and the breadth of their consequences, highlighting the attention given to the repercussions of macro-level decisions, which in turn influence the performance of secondary stakeholders in oversight and implementation. Finally, recommendations for improving organizational performance were proposed.
