Environmental Stakeholders Social Responsibility of Tehran Municipality in the Environmental Risks Communication Model

Abstract

Following the emergence of pluralism in society and the need for optimal process advancement, stakeholder collaboration and participation have become fundamental for the sustainable management of resources. Consequently, the identification and analysis of stakeholders hold particular significance in various urban development projects. Given the widespread implications and impacts of environmental issues, adopting a systemic perspective is deemed essential for both theoretical and practical dimensions. Thus, the primary objective of this research is to identify environmental stakeholders through a participatory approach. This study focused on the Tehran Municipality due to its inherent role in delivering urban services. The theoretical framework was established using a qualitative meta-synthesis method, while the empirical component was based on a qualitative-exploratory approach. Data were collected via organizational communication questionnaires and the snowball sampling method. The statistical population comprised environmental personnel of the Tehran Municipality, and their responses underwent a rigorous screening process for integration. Following stakeholder identification, a classification system was developed based on network theory concepts and Clarkson's stakeholder theory. To analyze their relationships with environmental issues, the environmental risk communication model was employed. The model's output demonstrated that, with the Tehran Municipality serving as the central research focus, the level of importance for primary and key stakeholders is balanced with environmental policy-making at the central level. This is attributed to the approval of various legislation, bills, regulations, and directives. This finding underscores the criticality of environmental impacts and the broad scope of their consequences, highlighting the need for careful consideration of macro-level decisions, which in turn influence the performance of secondary stakeholders in the areas of implementation and oversight. Finally, the social responsibilities of environmental stakeholders were elucidated, and recommendations were put forth to enhance organizational performance.
