Objective: The aim of this research is to present a multi-stakeholder governance model for the development of social entrepreneurship policy in knowledge-based cities. Method: This study is categorized as applied research and, in terms of its nature, constitutes a qualitative (descriptive-analytical) investigation conducted using a systematic meta-synthesis method within the seven-step framework proposed by Sandelowski and Barroso. A comprehensive search was carried out in reputable academic databases, and out of 117 initial articles, 27 articles relevant to the research topic were ultimately selected. The time frame for international articles spanned from 2023 to 2025, and for domestic articles, from 2019 to 2025. The selected articles were analyzed using Maxqda software.
Results: Based on the research findings, 23 main concepts (including quality and role of government governance; stakeholder participation and multi-stakeholder governance; institutional conditions and policy windows; etc.) and 6 core categories (such as governance system and multi-stakeholder policy process; institutional framework, laws, and government transformation; etc.) were identified.
Conclusions: The success of social entrepreneurship policy-making in knowledge-based cities requires multi-stakeholder governance as the central core of the policy process. Without an appropriate institutional context, legal reforms, transparency and accountability in the policy-making process, stakeholder participation will not lead to sustainable policy outcomes. The proposed theory emphasizes that sustainable development in knowledge-based cities is possible only through a multi-stage, participatory and synergistic policy-making process guided by intelligent and evidence-based policy-making, and one-dimensional or top-down approaches will be ineffective.
